In three other regions, the main organization in charge of overseeing gambling is the UK Gambling Commission (UKGC), which was set up under the Gambling Act of 2005.

Now, let’s explore the Gambling Act 2005, which is the main legislation in the United Kingdom. 

The Act has three main goals:

• Preventing gambling from being connected to crime or disorder.
• Making sure that gambling is conducted fairly and openly.
• Protecting minors and vulnerable people from being harmed or exploited by gambling.

The legislation covers all commercial gambling activities, such as gaming, betting, and lotteries, except the National Lottery. All these types of gambling must be provided by operators with a proper license. 

Speaking about the UKGC, the regulator licenses operators, sets rules, and monitors compliance. Its role is to make sure that gambling in the country is fair, safe, and free from any crime. 

The UKGC also sets the standards, establishing rules called Licence Conditions and Codes of Practice (LCCP). All licensed gambling operators must comply with them. 

You might hear about the Gambling (Licensing and Advertising) Act 2014. It builds on the 2005 Act and focuses on two main things: licensing overseas operators and regulating gambling ads. Any gambling company based outside the UK that wants to offer services to UK customers must get a UK license. You may offer online lotteries and raffles, but not the National Lottery, which has separate regulation.

Generally, this category includes any electronic gaming devices designed for arcade-style games, but they can also be online in the UK. They must meet technical standards, display clear return-to-player (RTP) rates, and comply with the same fairness checks as casinos.

Licensing Requirements for UK Gambling Operators

In the UK, running any kind of gambling business means playing by the rules. And that starts with getting licensed by the UKGC. This applies to everyone involved: online casino operators, affiliates who promote them, game software creators, and even payment providers.

Most applications are processed in about 16 weeks, but some can take up to a year. It all depends on the case and the documents you provide.

Why the UK Maintains a Strict Licensing Regime

Like with many things, it’s better to regulate gambling than to ban it. That’s the main reason why the UK has such strict gambling laws. The UK Gambling Commission (UKGC) wants to achieve three goals:

• Preventing gambling from being a source of crime or disorder, or being associated with crime,
• Ensuring that gambling is conducted in a fair and open way,
• Protecting children and other vulnerable persons from harm or exploitation by gambling

The regulator expects applicants to be completely transparent. Their finances, business model, and the integrity of key staff are thoroughly checked.

The UKGC requires operators to set deposit limits, offer self-exclusion tools, and monitor for signs of problem gambling. When the rules change, operators must comply. For example, recently, they’ve had to introduce limits on bets for online slots.

Operators can’t just advertise their products however they want. All advertising is strictly regulated by the Advertising Standards Authority (ASA), which makes sure marketing is transparent, responsible, and not aimed at minors or vulnerable people. And that’s not all: international operators must be placed on a whitelist before they can advertise in the UK.

The UKGC takes these steps to protect the 13.5 million active online gambling accounts each month, a 2% increase from last year. Online slots are especially popular, with an average of 4.5 million active accounts per month, up 6% from the year before.

People in the UK enjoy spending money on gambling. In just the first quarter of 2025, online gambling brought in an estimated £1.45 billion ($1.93 billion) in Gross Gambling Yield (GGY), a 7% increase compared to the same period last year.

It seems the strict rules are having an effect. Out of 13.5 million monthly active users, about 138,000 are thought to be problem gamblers, meaning their gambling causes serious harm. Another 1.3 million people gamble at a moderate or low-risk level, which can still carry some risk.

In the UK overall, around 0,3% of adults are identified as problem gamblers, while 2,8% are considered at risk or already showing harmful gambling behavior.

Compliance Obligations and Enforcement by the UKGC

Online gambling in the UK is regulated more strictly than almost anywhere else in the world. Not every company can get a licence. You don’t have to be perfect, but if you want to offer your services to UK players, you must meet all the UKGC’s requirements.

These rules are set out in the Licensing Conditions and Codes of Practice (LCCP) — the UKGC’s regulatory framework. The LCCP covers everything from marketing standards to anti-money laundering measures.

To make sure operators follow the rules, the UKGC uses hefty fines. If fines don’t work, the regulator can suspend or revoke a licence. And if that still doesn’t fix the problem, the UKGC will publicly call out the offender.

Breaches are taken very seriously, and enforcement actions often come with public statements detailing exactly what went wrong. The global gambling community will hear about any mistakes an operator makes.

One of the UKGC’s favourite enforcement tools is handing out multi-million-pound fines to operators who fail to properly check customers’ affordability or ignore suspicious gambling patterns.

A recent example: the UK Gambling Commission fined online operator Taichi Tech, trading as Fafabet, £170,000 for regulatory failings — including unfair terms and conditions that could harm consumers.

For operators licensed in the UK, there’s only one option: follow the ever-growing list of rules. Otherwise, they risk losing their reputation, suffering financial losses, and being shut out of the market.

Challenges in Operating Under UK Gambling Laws

Licensing in the UK is like a coin with two different sides. On one side, you have very strict compliance rules, unmatched brand recognition, and a strong reputation. On the flip side, operators face certain risks when dealing with the UKGC.
