Who regulates gambling in North Carolina?
The North Carolina State Lottery Commission (NCSLC) regulates sports wagering in North Carolina through its Regulated Gaming Division. The NCSLC licenses operators, service providers and suppliers, issues rules and enforces compliance. Its authority comes from House Bill 347 (Session Law 2023-42), signed on 14 June 2023. Online wagering launched on 11 March 2024.
The NCSLC also oversees the North Carolina Education Lottery. Sports wagering lives on a separate portal, ncgaming.gov, with licensing information, applicant FAQs and market data.
Retail sportsbooks at the Harrah's Cherokee casinos operate under a separate 2019 tribal compact (Senate Bill 154). That is a distinct regime on tribal lands, not part of the interactive licensing system.
What types of gambling licenses does North Carolina issue?

Interactive Sports Wagering Operator license
The operator license authorizes offering and accepting online sports wagers from players physically located in North Carolina. It costs $1,000,000 for a five-year term. The holder must have a written designation agreement with an eligible North Carolina sports entity (see eligibility below).
Service Provider license
The service provider license costs $50,000. It covers companies that provide covered services to a licensed operator, such as running the wagering platform (G.S. 18C-901(4)). A licensed operator is treated as holding service provider authorization for its own in-house operations.
Supplier license
The supplier license costs $30,000. It covers vendors of goods and services that affect wagering, including game software, geolocation and KYC tools. A supplier may start work on a provisional license, with the NCSLC's final determination within 180 days.
Who can apply for a North Carolina sports wagering license?
Only an applicant with a written designation agreement with an eligible North Carolina sports entity can receive an operator license. Eligible partners: a professional sports team, a NASCAR motorsports facility, a golf facility hosting a PGA Tour event, NASCAR, the PGA Tour, or the Eastern Band of Cherokee Indians. Each entity may partner with only one operator.
Applicants and their key persons must pass suitability and background checks. Players must be 21 or older and physically present in North Carolina.
The law caps the market at 12 interactive operators (G.S. 18C-904); 7 licenses are in use as of July 2026, so slots remain. Most premium sports partners already have an operator, so securing a designation partner, not the license paperwork, is the real barrier to entry.
