Anjouan vs Tobique Gaming License
)
Compare Anjouan and Tobique by the approval your business needs, the markets it can lawfully serve and the operating controls it can sustain. The two regulators run separate licensing regimes and separate verification routes. Nothing they publish shows that one is always faster or easier to bank.
Tobique's official site publishes licence holders and directs applicants to Differentia Licensing Advisory Group, or DLAG. Anjouan publishes its own licence and recognition registers. Tobique Gaming Commission; Anjouan register.

Which differences should influence the choice?
Tobique's delegated administrator publishes specific guidance on URLs, licence duration and infrastructure. Use it to qualify a proposal, then check it against the current rules and your own licence conditions.

Does a Tobique licence mean permission to serve Canada?
Do not read Canadian market access into Tobique's location. Check the permission for each province, activity and customer group separately.
DLAG's published FAQ requires licensees to geo-block players in the UK, the USA, New Brunswick and “FATF sanctioned countries”. That list does not mean the rest of Canada is open.
Ask TGC or DLAG, and qualified local counsel, to confirm which conditions apply and what the law says in each target market. Get the FATF wording explained before you treat it as a sanctions list. DLAG territorial guidance.
For Anjouan, the current official general statement says local laws still apply. Use the Anjouan country-review framework to organise the evidence, then take advice on each target country.
How can you compare verification quality?
Check whether each issuer's record matches the exact legal entity and the website it runs. A long list of licensees says nothing about how safe or suitable the regime is.
For Anjouan, use the licence-number, company and domain workflow. Check dates as well as status, and resolve any mismatch.
For Tobique, begin with the official licence-holder list. Match the company and type, review the expiry and verify the website through the authority's current domain-validation route. A company on the list is not proof that every similarly branded domain is covered.
Keep a dated record for both options. If any field is missing or conflicts, get the authority to confirm it before you rely on it.
Which product and infrastructure constraints can rule out a route?
Tobique's administrator FAQ excludes raffles with physical prizes and treats B2B cases individually. Do not package a physical-prize raffle as an ordinary Tobique casino application. Cloud hosting is permitted, subject to disclosure and review. DLAG FAQ.
Proposed project | What the FAQ says | Next step |
|---|---|---|
Cash-prize casino using cloud hosting | Cloud hosting is allowed, subject to disclosure and review | Document infrastructure, security, access and disaster recovery for review |
Raffle awarding physical goods | Conflicts with the FAQ's product exclusion | Find a route that permits physical prizes; do not relabel it a casino |
Six branded URLs | One URL above the five covered by the licence fee | Confirm the sixth URL's charge and approval before promising coverage |
Software supplier | Whether a B2B licence is needed is decided case by case | Describe what the software does and which operators use it |
Anjouan proposal using any of these models | Tobique's answers do not carry over | Check Anjouan's own product and domain rules |
DLAG's FAQ describes customer-fund, complaints and reporting controls. The TGC General Code of Practice is the governing document. Get its current version and check the exact fund-segregation and dispute-escalation provisions, including any referral to an approved ADR (alternative dispute resolution) entity. Anjouan's licence conditions also require an approved ADR provider. Name who owns reconciliations and complaints in the operating plan, and check the current rules before you put it into practice.
The FAQ is only a summary. Before you finalise the operating plan, get the Tobique Gaming Act 2023, the current General Code of Practice and the AML and CTF rules. Ask for the territorial restrictions and licence conditions in writing.
How should costs and launch estimates be compared?
Compare written quotes for the same role, domain count and operating period, and make sure every timeline starts at the same milestone. A timeline that starts at pre-approval is shorter than one that runs from first enquiry to a live business.
Anjouan's official fee page lists issuance and annual renewal separately. The application page ties progress to documents and review. Get Tobique's current charges and ask how application, licence, compliance and service fees are split.
Ask each quote to include:
Authority and administrator charges, with currency and tax treatment.
Corporate setup, governance and checks on directors, owners and senior staff.
Technical testing, platform and hosting costs.
Recurring compliance, reporting and complaints support.
Payment, game-provider and reserve requirements.
Renewal, extra domains and contract-exit costs.
Do not combine different commercial packages into a “cheapest licence” verdict. A low quote may leave out what the business needs to run.
Which route fits different project scenarios?
Check that the project fits Tobique's product and infrastructure conditions, or Anjouan's approval scope, before you commit. The scenarios below show where to start.
Scenario | What to assess | Stop if |
|---|---|---|
Existing relationships already support a properly scoped Anjouan entity | That route's approval and ongoing obligations | You cannot confirm markets or suppliers |
Partners require or already support a Tobique structure | TGC approval and the DLAG operating model | Current conditions and contractual responsibilities remain unclear |
Platform or game supplier | Whether each regulator requires a separate supplier licence | An operator licence is the only supplier evidence |
Business targeting a locally regulated market | What the local regulator requires first | Either international licence is offered as a substitute |
Founder considering both licences | A separate reason and a separate share of the operation for each | The second licence adds cost without solving a real need |
Tobique and Kahnawake are separate regulators. If a proposal mixes them up, read the Anjouan versus Kahnawake comparison.
