Tobique vs Kahnawake gaming license: hosting, costs and operator fit
For a sportsbook choosing between Tobique and Kahnawake, hosting can decide the shortlist before price does. Kahnawake requires its online operators to use Mohawk Internet Technologies (MIT). Tobique's application guidance allows cloud-based infrastructure without a physical server presence in the territory. An operator on an existing platform should find out what each option would make it change.

A Tobique gambling license is worth assessing when the proposed platform, countries and providers fit the TGC framework. Kahnawake is worth the extra infrastructure work when its longer operating history or a specific partner requirement matters to the business. Neither license provides nationwide Canadian gambling authorization.
The differences that affect a casino or sportsbook
Decision point | Tobique | Kahnawake |
|---|---|---|
Regulatory framework | Tobique Gaming Commission; framework established in 2023 | Kahnawà:ke Gaming Commission; interactive gaming regulation since 1999 |
Player-facing business | Online B2C license covering multiple verticals | Client Provider Authorization, or CPA |
Hosting | Cloud-based arrangements possible; infrastructure must be disclosed | Online operators hosted at MIT |
License stages | One-year license with annual renewal | Initial six-month CPA stage followed by the applicable compliance review |
Software supply | Scope assessed under the Act's software and related categories | Separate Casino Software Provider Authorization |
Cost basis | Itemised application and annual-service quote | Published USD application and annual charges, plus operating costs |
Tobique's application guidance describes the B2C, infrastructure and annual-term arrangements. KGC explains its history and designated hosting on its interactive gaming information page. Its March 2026 regulations set out the initial CPA stage. That six-month term is not an application-processing estimate.
Hosting and company structure: what would need to change?
KGC identifies MIT, managed by Continent 8 Technologies, as the hosting location for its online operators. For an existing sportsbook, ask the platform supplier which parts of the deployment would move or connect to that environment. The answer should cover:
the player-account system;
bet acceptance and settlement;
trading feeds;
records;
disaster recovery.
Get a deployment proposal and an implementation price before treating Kahnawake as compatible with the current platform. If the supplier cannot support the required arrangement, that is a reason to remove Kahnawake from the shortlist or budget for a platform change.
Tobique's cloud option can reduce the need to redesign an existing deployment, but the infrastructure still forms part of the application. Record the data-centre locations, system architecture and recovery arrangements. Review the Tobique gambling license requirements alongside that technical plan. That way the ownership, funding and company file is ready at the same time.
Company incorporation and hosting are separate decisions. A server arrangement does not show that the proposed company is acceptable. A suitable company does not prove that the platform meets the licensing conditions. Price both parts of the proposed operation.
Kahnawake fees: account for the January 2027 change
CPA fees and the application date
KGC's 13 August 2026 fee notice states that the current CPA application charge is USD 35,000, including the first annual fee. It becomes USD 40,000 for complete applications submitted on or after 1 January 2027. The annual CPA fee remains USD 20,000. A Key Person Permit costs USD 5,000 including the first year (USD 6,000 from 1 January 2027) and USD 1,000 a year after that.
Illustrative CPA and Key Person Permit fixed fees | Complete application before 1 January 2027 | Complete application from 1 January 2027 |
|---|---|---|
CPA application, including year one | USD 35,000 | USD 40,000 |
Key Person Permit for one key person, including year one | USD 5,000 | USD 6,000 |
Year two: CPA and Key Person Permit annual fees | USD 21,000 | USD 21,000 |
Year three: CPA and Key Person Permit annual fees | USD 21,000 | USD 21,000 |
Three-year subtotal | USD 82,000 | USD 88,000 |
These calculations assume unchanged annual rates over three years. They include one Key Person Permit, the minimum for a CPA holder under section 121 of the Regulations. Each further key person adds the same permit fees. They exclude the Control System Submission assessment, which KGC invoices separately, and the 5% administration fee on payments made in CAD, GBP or EUR. Hosting, testing, company services and professional fees are also outside the table. The submission date applies to a complete application; starting preparation in December does not secure the earlier rate. Five-year renewal is outside this three-year illustration.
Tobique and hosting costs over three years
For the other side of the budget, request a Tobique gambling license cost breakdown covering the same period. Separate:
entry payments;
the first-year license;
annual renewal;
compliance services;
company costs.
Show any creditable pre-application payment once in the total, and identify extra-domain charges.
Hosting can change the result. Add the initial migration work and three years of infrastructure charges to Kahnawake's published fees; add any required platform or reporting work to Tobique's proposal. Keep the original currencies visible and use one dated exchange rate if the business needs a common-currency budget. A lower license fee alone does not establish a lower operating cost.
Regulatory history, provider acceptance and market access
Kahnawake has regulated interactive gaming since 1999; Tobique's framework dates to 2023. That longer history does not set a bank-acceptance rate or guarantee that a particular game studio will onboard the operator.
For a new sportsbook, ask the intended PSPs and content suppliers whether they accept the named company, regulator, countries and products. For an established operator, review the existing agreements: a change of license or contracting entity may require fresh approval. A written requirement for KGC can justify the hosting work. If providers accept either framework, compare the actual operating proposals.
Market access remains a separate filter. A license from either regulator does not replace local authorization required by a target country. For example, the Gambling Commission requires its own license to offer remote gambling to consumers in Great Britain. Tobique also has its own restricted-territory conditions. Neither Canadian location provides a shortcut around these checks.
Compliance and launch planning
Both applications need a clear account of ownership, funding, products and operational responsibility. A supplier selling gaming software needs the appropriate B2B permission; an operator taking bets needs the player-facing permission. Tobique's Act, sections 23 and 24, also distinguishes gaming licenses from approved-vendor status.
Assign responsibility for AML/KYC, player balances, self-exclusion, complaints and regulatory reporting before submission.
When moving an existing sportsbook, include open bets, player records and balances in the transfer plan. The business needs a lawful way to complete its existing obligations while the replacement structure is prepared.
The license decision and the launch date can diverge. An approved applicant may still be waiting for payment onboarding, supplier contracts or a platform release. Include those dependencies and any period of overlapping infrastructure in the budget.
Which application should you pursue?
Tobique merits a proposal when its permitted scope and provider acceptance fit the business, particularly where the existing cloud deployment can be retained. Kahnawake merits a proposal when the MIT arrangement is workable and a KGC license meets a concrete commercial requirement. Compare those proposals using the same countries, products and three-year operating assumptions.
If neither fits, assess an Anjouan gambling license or a Curaçao gambling license. A business whose customers specifically require MGA authorization should examine a Malta gaming license. Each changes the licensing assessment; none removes the need to check target markets.

Include the Kahnawake hosting proposal if both options remain viable. We can then scope the application work around the business you intend to launch.
