What is a Kazakhstan gaming license?

A Kazakhstan gambling license is a permit for one of four activities, issued by the Committee for the Regulation of the Gambling Business and Lotteries. Casino and slot machine hall licenses are class 2 and attach to a venue. Bookmaker's office and totalizator licenses are class 1 and attach to the activity. Both run for ten years.

Law No. 219-III of 12 January 2007 "On Gambling Business" defines the four activities and the qualification requirements. Law No. 202-V of 16 May 2014 "On Permits and Notifications" supplies the procedure and the class system. Class 1 covers an activity. Class 2 covers an object.

Article 9(2) of Law No. 219-III separates the two routes. Gambling games are licensed per gambling establishment, so a casino group needs one license for each venue it opens. Betting is licensed per activity, so one license covers a bookmaker's office or a totalizator as a business.

Neither class is transferable. A buyer of a Kazakhstan gaming business acquires the license holder, not the license itself, which makes the corporate vehicle the asset in any deal.

Only a legal entity may hold a Kazakhstan gambling license. Individuals and sole traders are outside the procedure. A foreign investor takes part through a Kazakhstan company, and the license is issued to that company.

Who regulates gambling in Kazakhstan?

The Committee for the Regulation of the Gambling Business and Lotteries regulates gambling in Kazakhstan. The Committee sits inside the Ministry of Tourism and Sports of the Republic of Kazakhstan. The same body issues licenses, keeps the electronic licensor register, designates the operator of the Unified Betting Accounting System and supervises licensees.

Three separate bodies touch a licensed gambling business in Kazakhstan, and confusing them wastes filing time. Licensing sits with the Committee. Domain blocking of unlicensed operators sits with the Ministry of Digital Development, Innovations and Aerospace Industry. Tax administration sits with the State Revenue Committee of the Ministry of Finance.

Procedure comes from Law No. 202-V of 16 May 2014 "On Permits and Notifications". Law No. 202-V fixes the class of each permit and its non-transferable status, and governs issue, reissue and duplicate applications. Law No. 219-III supplies the substantive requirements the Committee checks against.

Published guides still name the Ministry of Culture and Sports as the regulator. The Ministry of Culture and Sports no longer holds the function. The dedicated gambling committee was created in 2024, and its parent is the Ministry of Tourism and Sports of the Republic of Kazakhstan. Filing to the wrong body loses weeks.

What types of gambling licenses are available in Kazakhstan?

Kazakhstan issues four gambling license types under Article 6 of Law No. 219-III: casino, slot machine hall, bookmaker's office and totalizator. Casino and slot machine hall licenses are class 2 and attach to a venue. Bookmaker's office and totalizator licenses are class 1 and attach to the activity. Kazakhstan has no B2C or B2B split.

All four object types now sit under the same placement rule. Casinos, slot machine halls and betting cash desks may be placed only on territories the Government of Kazakhstan designates. Article 11(2) prohibits placement anywhere else in the country.

The online rule is narrower than the license list suggests. Only a bookmaker's office or a totalizator may take a bet electronically. Article 6(2) restricts electronic cash desks to .KZ or .ҚАЗ domains that are tax-registered in Kazakhstan.

The same article bans bets on events generated by software or shown as any visualisation other than a live broadcast. Virtual sports, crash games and random number products therefore have no licensed route in Kazakhstan, whatever the license class.

Is an online casino license available in Kazakhstan?

No. Article 6(2) of Law No. 219-III bans electronic casino and internet casino activity across Kazakhstan, so no online casino, slot or poker license exists. Online play is lawful only when a licensed bookmaker's office or totalizator takes the bet. The bet must run on a .KZ or .ҚАЗ domain, through the ESU.

Organising an internet casino is a criminal offence, not an administrative one. Article 307 of the Criminal Code of Kazakhstan covers the unlawful opening or running of a gambling establishment. The same article covers gambling business without a license, and electronic and internet casino activity by name.

Search demand for a Kazakhstan casino license mostly reaches this page from operators planning an online product. For that product the instrument does not exist here. A land-based venue inside a designated territory is the only casino route.

How much does a Kazakhstan gaming license cost?

Kazakhstan gaming license cost starts with the state license fee, set in Monthly Calculation Index units. One MCI, also written MRP (МРП), is 4,325 KZT in 2026, fixed each year by the budget law. A casino or slot machine hall license costs 3,845 MCI. A bookmaker's office or totalizator license costs 640 MCI.

Tenge and dollar columns are conversions, not statutory amounts. Both use the Monthly Calculation Index for 2026. Dollar values use the National Bank of Kazakhstan official rate of 455.40 KZT per US dollar for 3 September 2026. The statutory figure is the MCI multiple, which does not change when the tenge moves.

Older guides quote fixed tenge sums such as 1,357,440 KZT or 8,155,245 KZT. Both figures come from earlier MCI values and understate the current fee by a wide margin. Read any Kazakh gambling fee in MCI first, then convert.

The state fee is paid before the documents reach the licensor. The fee is also the smallest line in the budget, because the mandatory reserve below runs from 10,000 to 60,000 MCI.

Mandatory reserves for Kazakhstan gambling licensees

Article 13(1)(6) of Law No. 219-III requires a separate mandatory reserve for every license. The reserve is the operator's own money, held in a demand deposit at a Kazakhstan bank. Article 14 gives three working days to top it up if the balance falls below the statutory level.

Reserves exist to pay unpaid winnings when the operator's own accounts cannot. Article 14 lets the money be drawn only for that purpose. The balance is therefore committed capital, not working capital, for the life of the license.

Failure to form, place or maintain a reserve is an offence under Article 445(4) of the Code of Administrative Offences. The fine is 300 MCI for a medium business or 1,000 MCI for a large business, with suspension of the license.

Some secondary sources print a guarantee of 25,000 MCI, and one publishes 25,000 and 40,000 on the same page. Neither matches the statute. The figures above are the ones Article 13 sets.

What are the requirements for a Kazakhstan gambling license?

Article 13 of Law No. 219-III sets the qualification requirements, and the Committee checks every one before issue. Only a Kazakhstan legal entity with the right premises may apply. The company must own its gaming equipment, contract licensed security, publish house rules in Kazakh and Russian, and place the mandatory reserve for each license.

Premises rules differ by activity:

  • A bookmaker's office or totalizator needs a building, or part of one, held on ownership right and compliant with sanitary and fire rules (Article 13(1)(1)). No hotel is required for this activity.

  • A casino needs premises in a hotel complex rated three stars or above, held on ownership right or another lawful basis (Article 13(1)(1-1)).

  • A slot machine hall needs premises in a hotel complex rated three stars or above in which casino activity is carried on, held on ownership right or another lawful basis (Article 13(1)(1-2)).

Equipment and operating requirements follow:

  • Casinos and slot machine halls must own their gaming equipment outright, and betting operators must own their betting equipment.

  • Article 12 requires at least thirty gaming tables in a casino and at least sixty machines in a slot hall. Machine payout must be at least 95%.

  • A bookmaker or totalizator needs a hardware and software complex with its server at the operator's Kazakhstan place of business.

  • The server must carry the fiscal regime of a cash register listed in the state register.

  • The complex must also be integrated with the Unified Betting Accounting System and with the tax and financial monitoring information systems.

  • Contracts with licensed private security firms are mandatory, as are house rules in Kazakh and Russian.

Player identification is not optional. Article 15(1) bars anyone under 21, anyone on the self-exclusion register, and anyone listed in the Unified Register of Debtors. Bets and payouts run through the ESU, which verifies age and screens both registers before a bet is accepted. Citizens of Kazakhstan join the self-exclusion register themselves, through the eGov Mobile app, for six months to ten years under Article 15-1.

Two claims that circulate about Kazakhstan are wrong. Minimum share capital is not the binding constraint, because the mandatory reserve of 10,000 to 60,000 MCI is. A one-month end-to-end timeline also ignores the time needed to buy premises and fund that reserve.

How to get a gambling license in Kazakhstan?

Navigating the gaming license process can be complex. Here's a streamlined guide to each step.

Getting a gambling license in Kazakhstan runs in four stages. Incorporate a Kazakhstan company, secure premises and fund the reserve, assemble the document package, then file with the Committee. Filing goes through the state electronic licensing system, and the statutory review period for a complete file is ten working days.

Those ten working days cover the licensor's review only, and they are the one part of a Kazakhstan entry that is fixed by law. Incorporation, premises inside a qualifying hotel and the frozen reserve all run before that clock starts, and they are what actually sets the launch date.

STEP 1

Incorporate a Kazakhstan legal entity

Only a company registered in Kazakhstan can hold a Kazakhstan gambling license, so the local entity comes first. The company needs a business identification number, a registered address, and activity codes that cover gambling. The director needs a Kazakh electronic digital signature for filings.

  • Register the company and obtain its business identification number.

  • Set activity codes that match the licensed activity, since a mismatch blocks the license application.

  • Issue an electronic digital signature to the director, because the whole filing is electronic.

  • Open the corporate bank accounts that will later hold the reserve.

STEP 2

Secure premises and place the mandatory reserves

Premises and money both have to exist before filing. Bookmakers and totalizators need a building held on ownership right. A casino needs space in a three-star hotel inside a designated territory. The reserve must sit in a demand deposit at a Kazakhstan bank.

  • Acquire or take lawful title to premises inside a territory the Government has designated.

  • Obtain the sanitary and fire compliance documents for those premises.

  • Open the demand deposit and fund it to 60,000, 40,000 or 10,000 MCI depending on the activity.

  • Collect the bank contract and the balance confirmation, since the licensor asks for documentary proof.

Money in the reserve must be paid in and evidenced before the application is submitted. An application that promises to fund it later does not pass the qualification check.

STEP 3

Prepare the application package

The document package proves compliance with Article 13 line by line. Kazakhstan asks for the charter and the state registration certificate. The licensor also asks for evidence on premises and equipment, security arrangements, proof of the reserve, and the receipt for the license fee.

  • Charter in Kazakh and Russian, plus the certificate of state registration.

  • Title documents for the premises and the sanitary and fire permits.

  • Information on the hardware and software complex and the gaming equipment.

  • Contracts with the licensed security firm.

  • Bank contract and confirmation of the mandatory reserve.

  • House rules and, for casinos and slot halls, samples of the legitimation tokens in Kazakh and Russian.

  • Receipt for the state license fee.

The license fee is paid before the package reaches the licensor, so the receipt forms part of the file rather than following it.

STEP 4

Submit to the Committee and integrate with the ESU

Filing goes to the Committee for the Regulation of the Gambling Business and Lotteries through the state electronic licensing system. A Kazakhstan casino license is issued within ten working days, and a reissue within three. An incomplete package draws a written refusal within two working days.

  • Submit the package electronically under the director's digital signature.

  • On notice from the authorised body, sign the integration agreement within three working days.

  • Complete integration of the hardware and software complex with the Unified Betting Accounting System within fifteen working days.

  • Route every bet and payout through that system from the first day of trading.

Article 12-1(5) of Law No. 219-III bans a bookmaker or totalizator from running its complex, taking bets or paying winnings before integration is complete. Integration is therefore a condition of trading, not a later technical task.

Where can casinos legally operate in Kazakhstan?

Casinos in Kazakhstan may operate only on territories the Government designates, and Article 11(2) of Law No. 219-III prohibits placement anywhere else in the country. Two long-standing areas admit all visitors: the Kapshagay reservoir coast around Konayev in Almaty region, and the Burabay district of Akmola region. Newer areas admit foreigners only.

Article 15(1-1) of Law No. 219-III is the sharpest rule on this page. Casinos and slot machine halls sited on the restricted territories admit only foreign nationals and stateless persons, plus staff and people on official duty. The Government sets the list of those territories.

Citizens of Kazakhstan are barred from those venues. The rule arrived with Law No. 270-VIII of 16 March 2026, in force 17 May 2026. Law No. 306-VIII of 11 June 2026 then rewrote it on 12 August 2026. The rewrite narrowed the rule to casinos and slot machine halls and moved the list of territories to the Government. Betting cash desks are no longer inside the access rule, although Article 11 still caps where they may sit.

Admitting a person the law bars from gambling is an offence under Article 444 of the Code of Administrative Offences. The fine is 300 MCI for a medium business or 1,000 MCI for a large business, and a repeat within a year suspends the license.

Government Resolution No. 767 of 26 August 2026, signed by the Prime Minister, published on 31 August 2026 and in force from 11 September 2026, fixes the current list. Six territories are open to foreign nationals and stateless persons only: the Talgar and Uyghur districts of Almaty region, the Caspian coast in Mangystau region, the Alakol lake shore and Panfilov district in Zhetisu region, the Markakol and Zaysan districts in East Kazakhstan region, the Baiterek district of West Kazakhstan region, and the Alakol lake shore in Abai region. The two older zones, the Kapshagay reservoir shore in Almaty region and the Burabay district in Akmola region, remain open to residents of Kazakhstan as well. Two further limits sit in Article 11 itself. No gambling venue may stand on specially protected natural land, land of historic or cultural value, or land held for defence and national security. None may sit in residential, industrial, religious, educational, healthcare, cultural or transport buildings.

Zone choice therefore decides who can walk in, before the license is granted. A casino in Burabay can serve residents of Kazakhstan and foreign visitors alike, while a casino on a restricted territory is a tourism business by law.

How is gambling taxed in Kazakhstan?

Kazakhstan charges gambling business tax as a fixed monthly amount for each taxable object, in Monthly Calculation Index units. Article 607 of Tax Code No. 214-VIII of 18 July 2025 sets the rates. The tax period is a calendar quarter, and payment falls due by the 25th day of the second month after it.

Object tax is due whatever the object earns. An electronic bookmaker cash desk costs 3,000 MCI a month, about 12,975,000 KZT, in a losing month as well as a winning one.

Corporate income tax on gambling is 25% under Article 357(2) of Tax Code No. 214-VIII, against a general rate of 20%, from 1 January 2026. Gambling turnover is non-taxable turnover for value added tax under Article 450(4), even though the general VAT rate rose to 16% for 2026.

A third charge applies to betting alone. Government Resolution No. 167 of 12 March 2026, effective 27 March 2026, sets the deduction from every accepted bet at 3.3%. Article 12-3 of Law No. 219-III splits the deduction four ways. Shares go to the single sports funding operator, the National Olympic Committee fund, the "Qazaqstan Halqyna" fund and the running of the ESU.

Player winnings are taxed at source. A non-resident's gambling winnings carry 10% under Article 682(1)(9). A resident's winnings fall under the individual income tax scale in Article 363(1). The scale is 10% up to 8,500 MCI of annual taxable income and 15% above it.

Two figures still in circulation are out of date. VAT at 12% belongs to the previous code, and corporate tax relief inside the gambling zones did not survive the 2026 Tax Code.

What is the Unified Betting Accounting System (ESU)?

The Unified Betting Accounting System (ESU, ЕСУ in Russian) is the state platform for betting in Kazakhstan. Every bet and payout of a licensed bookmaker or totalizator must be recorded there. Article 12-2 of Law No. 219-III gives its operation to a legal entity the authorised body designates. Servers sit in Kazakhstan, and the entity may engage a payment organisation.

Article 6(2) makes the point in the negative. Accepting a bet or paying a win without recording it in the ESU is prohibited, at a cash desk or an electronic cash desk. The system is therefore not a reporting layer bolted on afterwards. Settlement runs inside it, through electronic money wallets held by the operator and the player.

Identification is built in. The designated entity holds the player records and supplies age data to operators. The same entity blocks people on the self-exclusion register and the register of debtors in real time.

Deadlines are short and statutory. Article 12-1(5) gives three working days from notice to sign the integration agreement and fifteen working days to complete integration. Trading is banned until integration is done.

Migration to the system has already interrupted trading once. On 4 March 2026 deposits and withdrawals at licensed bookmakers in Kazakhstan were suspended while operators moved onto the ESU and its payment rail.

Penalties are the reason this section matters commercially. Failing to integrate, or abandoning an integration already made, is an offence under Article 445(10-1) of the Code of Administrative Offences. The penalty is 300 MCI for a medium business or 1,000 MCI for a large business, with suspension of the license. Taking bets outside the system carries the same penalty under Article 445(10-2). A repeat within a year raises the fine to 400 or 2,000 MCI and costs the license.

What are the advantages of a Kazakhstan gaming license?

A Kazakhstan gaming license runs for ten years, taxes each object at a fixed monthly rate, and carries a published document list. Licensed betting operators also get a lawful online channel. Each of those rests on a specific norm rather than on reputation.

  • Ten-year term under Article 9(2) of Law No. 219-III, so renewal is not an annual administrative event.

  • Gambling business tax is a fixed monthly amount per object under Article 607 of the Tax Code. The tax line does not rise with a strong month.

  • Gambling turnover is non-taxable turnover for value added tax under Article 450(4), so stakes carry no VAT.

  • The document list is published in the state electronic licensing system, so the file can be assembled from public sources rather than from intermediaries.

  • Licensed bookmakers and totalizators may take bets online on .KZ or .ҚАЗ domains under Article 6(2). That is a real online channel inside a regulated market.

  • Procedure, class and reissue rules come from Law No. 202-V of 16 May 2014, so the administrative path is codified rather than discretionary.

  • Betting is licensed per activity rather than per venue under Article 9(2), so one license covers a bookmaker's whole retail and online operation.

What are the disadvantages of a Kazakhstan gambling license?

Rules in this market moved repeatedly between 2024 and 2026, and that volatility belongs in the business case. A Kazakhstan gambling license carries no online casino option, a large frozen reserve and a compulsory local structure. The tax stack also charges fixed sums whatever the turnover. Reading these before modelling the entry is the difference between a viable Central Asian foothold and a stranded balance sheet.

  • Online casino, slots and poker are banned outright under Article 6(2), and organising an internet casino is criminal under Article 307 of the Criminal Code.

  • A foreign operator cannot hold the license directly, because only a Kazakhstan legal entity may apply.

  • Betting operators must own their premises, and a casino must sit inside a hotel rated three stars or above.

  • Mandatory reserves of 10,000 to 60,000 MCI are frozen per license in a Kazakhstan bank for the life of the license.

  • Every venue and cash desk must sit on a Government-designated territory, and Article 11(2) bans placement elsewhere in Kazakhstan.

  • Advertising of bookmakers and totalizators has faced a near-total ban since 9 September 2024. Narrow exceptions cover specialised sports channels, venue signage and athlete kit, so a marketing-led launch model does not transfer here.

  • Venues on the restricted territories are closed to citizens of Kazakhstan under Article 15(1-1), which caps the domestic market for those sites.

  • Operating without a license is prosecuted under Article 307 of the Criminal Code, which does not require any income threshold before liability attaches.
