Anjouan White Label: Licensing and Operator Responsibilities

Treat an Anjouan white-label solution as a specific operating arrangement, not as automatic permission to run a casino under someone else's licence. Identify the player-facing operator, its approval, the proposed domain and the supplier roles before signing. Anjouan Gaming’s published licensing material lists B2C and B2B categories and requires approved operating domains. Nothing in it says that every white-label structure sold on the market is allowed.

What does “white label” mean in an Anjouan proposal?

In Anjouan proposals, “white label” can mean technology supply, a managed brand, or your own licensed operation running on outsourced services. Define which one in writing before you compare prices.

Proposed model

What the commercial offer may provide

Question to answer

Technology or turnkey supply

Platform, games integration and technical support

Which entity holds the player-facing operating approval?

Managed branded operation

Another entity operates the platform while a brand partner handles agreed functions

Has the authority accepted the full operator, brand and domain arrangement?

Independent licensed operation using outsourced services

Your entity operates while suppliers provide infrastructure

Which functions stay with your entity, and which supplier approvals apply?

These are commercial labels, not official Anjouan licence categories. Calling a contract “white label” does not set its regulatory scope.

If you plan to hold the operating licence yourself, MGL can help you obtain an Anjouan gaming license. If your role is supply, compare the B2B licence and Recognition Letter routes.

What does the current regulatory evidence establish?

Anjouan's published material sets out operator and supplier categories, domain-control duties and public ways to verify a licence. No. Another company’s license does not authorize your business, and in July 2026 the issuer revoked a B2C license for illegal sublicensing. Revoked licences. For a managed-brand or white-label arrangement, establish who the licensed operator is and get the exact structure confirmed in writing. Every domain change needs the Authority's approval, and the published fee schedule charges €500 for each extra domain on a B2C licence.

The licence register contains an approval-type field; the sampled records included B2C and combined B2B/B2C labels. A combined label does not disclose all contractual conditions or authorise an unrelated brand. The separate Recognition Letter Register lists suppliers recognised on the basis of a licence from another jurisdiction. It does not say that a Recognition Letter allows a supplier to serve players.

If a provider offers to let you operate under its licence, get that confirmed for your actual company, brand and domain. For platform features and the broader commercial service, see MGL's white-label online casino solutions.

What evidence should the provider supply?

Request the operator's legal identity, current licence and conditions, proposed domain approval, supplier approvals and a diagram of the contractual relationships. If it is unclear how the managed-brand structure is treated, ask for written confirmation of that exact structure.

Do not assume that adding a domain approves a separate operator. The register disclaimer says a listed domain confirms only that it was notified to the Authority, not who owns it. A Recognition Letter is also not a B2C licence, and B2C is the category for services offered directly to players.

Who is responsible for the players, funds and compliance?

Each function needs a named accountable entity, and the proposal should show how that split fits the licence. Outsourcing a task does not move the regulatory responsibility for it.

Acquisition activity exceeds the reviewed scope

Anjouan's published conditions require each licensee to name an Authority-approved ADR provider in its player terms and to use only approved operational domains. Confirm how those requirements apply to the operator and to the brand. Current licence conditions.

How do you verify the proposed operator and domain?

Check the approval independently and compare each material field with the proposal. Read the expiry date as well as the status. The register is updated periodically, and on 1 October 2026 some entries still showed “valid” after their listed expiry date. For a time-sensitive check, contact the Authority, as its register disclaimer advises. A provider's reputation, a seal image or another client's live website is not evidence for your own launch.

Use the company, licence and domain verification workflow. If the proposed domain is not yet approved, make approval a written precondition, and do not describe the site as licensed until then.

Confirm the territory and product coverage of the payment and game-provider contracts. Apply the Anjouan market-access decision framework before accepting a claim of “global coverage”.

When should the proposal be put on hold?

Put the launch on hold if any of these applies:

  • the operator cannot be identified;

  • the approval cannot be verified;

  • the scope is disputed;

  • the domain is not approved;

  • nobody clearly owns players and balances.

How should you compare an Anjouan managed brand with your own licence?

Compare a managed brand and your own licence on control, liability, running costs and exit, as well as setup cost. A lower first payment can be cancelled out by recurring charges or by limits on moving the business.

Decision factor

Questions for a managed arrangement

Questions for your own licensed operation

Control

Who approves markets, games, promotions and suppliers?

Can your team make and document those decisions?

Economics

What setup, revenue-share, minimum, support and transaction charges apply?

What authority, staffing, technology and maintenance costs apply?

Customer relationship

Which entity contracts with players and controls lawful use of data?

Can the operator carry those responsibilities directly?

Change

What approvals and fees apply to adding a brand or domain?

Which regulator and supplier permissions are needed?

Exit

Can data, contracts and balances be transferred lawfully?

What migration, termination and continuity obligations apply?

Get written quotes for the same markets, products, volume assumptions and contract term. Define the revenue-share base, deductions, negative carryover, reserves, minimum commitments and refund treatment. Do not read any of these terms into the phrase “all-inclusive”.

Worked economics: compare the same revenue base

Run a break-even only after both models pass the regulatory and operational checks. The numbers below are invented to show the method. They are not MGL prices or market benchmarks.

Assume a managed arrangement costs €20,000 setup, €3,000 per month and 15% of an agreed annual revenue base R. Assume an independent model costs €70,000 setup and €8,000 per month. Leave out pass-through costs that are identical in both models, and include any costs that differ.

Year-one calculation

Managed example

Independent example

Fixed costs

€20,000 + 12 × €3,000 = €56,000

€70,000 + 12 × €8,000 = €166,000

Variable component

0.15 × R

None in this simplified example

At R = €500,000

€131,000

€166,000

At R = €1,000,000

€206,000

€166,000

The year-one crossover is (€166,000 − €56,000) ÷ 0.15 = approximately €733,333 of the defined revenue base. Minimums, deductions, payment charges, staffing, reserves and year-two renewal costs all move that figure. Recalculate from the written proposals, and do not confuse cash held for players with operating revenue.

Exit terms to settle before launch

The exit schedule should say who owns the domain and which data you can lawfully export. It should also name who settles player balances and chargebacks, and which suppliers must consent to a transfer. Owning the domain does not mean owning the player contracts. If the operator keeps those contracts, a new licensee may need its own lawful process to migrate and notify players.

What makes a launch plan reviewable?

A reviewable launch plan gives each dependency an owner and proof that it is done. A launch date means little until the critical approvals and integrations are known.

  1. Define the operator, supplier and brand relationships.

  2. Confirm with counsel and, where needed, the authority how the structure is treated.

  3. Verify the licence, recognition letters and domains.

  4. Agree the responsibility schedule and country/product restrictions.

  5. Confirm payment and game-supply permissions.

  6. Test player registration, complaints, withdrawals and restriction controls.

  7. Sign off the operational evidence and agreed launch conditions.

The sequence is not an approval or delivery timetable, and testing may show gaps to fix before launch.

What payment and game-provider evidence is needed before launch?

You need dated evidence that each bank, PSP and game supplier has accepted the actual operator, domain, products and markets. Partner logos and introductions do not count.

Relationship

Evidence to get

What it tells you

Bank or payment account

Named applicant, permitted business use, onboarding status and applicable account conditions

Whether the account can serve this operator and money flow

PSP or acquiring route

Merchant entity, approved websites and markets, payment methods, settlement currency, reserve and payout terms

Whether deposits, withdrawals and settlement can operate within the agreed scope

Game supplier or aggregator

Contracting operator, permitted products/territories and any required supplier approvals

Which games can actually be enabled for each market

Platform integration

Approved configuration and documented deposit, withdrawal, reconciliation and failure-path tests

Whether the approved arrangement works end to end

Track four separate statuses: introduction, indicative eligibility, conditional approval and live service. Record each open condition and its owner. A PSP's early interest does not mean withdrawals work on the launch domain. Close the item only after written confirmation and a passed test.

This page does not suggest that any bank, PSP or game supplier has agreed to take on Anjouan projects.

How should you choose a white-label provider or licensing adviser?

Judge the company that operates the brand and the adviser arranging approvals separately. They may play different roles, and neither should win only on the lowest setup price.

Selection criterion

Evidence to compare across proposals

Contracting role

Named service company, licensed operator and material subcontractors

Regulatory scope

Explanation of the exact model and who gets each required approval

Delivery evidence

Project experience they can prove, and agreed deliverables for your model

Price and boundaries

Setup, recurring charges, revenue-share base, exclusions and third-party costs

Accountability

Named project owner, escalation process and responsibility for unresolved conditions

Failure and exit

Treatment of refused applications, unavailable payment routes, termination, balances and lawful data transfer

First drop any proposal that cannot name the operator or explain which responsibilities depend on approvals. Compare the rest on the same scope and operating assumptions. A general provider ranking cannot tell you whether a particular Anjouan arrangement fits your business.

Apply the same questions to MGL. A consultation or a past licence reference does not prove that an adviser can deliver every banking, technology or operating service you need.

Discuss your proposed model with MGL

Send us the provider's proposal, your planned domains and markets, and the responsibility split to discuss an Anjouan white-label assessment with MGL. The first question is whether the model fits the licence. Implementation support depends on an agreed engagement and the required third-party approvals.
