Anjouan vs Isle of Man Gaming License

Anjouan vs Isle of Man Gaming License

Anjouan is worth examining when first-year resources are limited, and the Isle of Man when you can run a Manx company with local directors. Anjouan publishes B2C and B2B categories. The Isle of Man has separate Full, Sub and Network Services routes, plus software-supplier licensing. These routes differ sharply on player registration and partner relationships.

Compare the right routes before comparing fees. A lower Sub-Licence fee does not buy the independence of a Full Licence. A higher fee does not guarantee a bank account or permission to target a particular country.

Which differences matter before you shortlist a jurisdiction?

Start with the company, the player relationship and the technology arrangement. These decide whether an approval can support your business.

Factor

Anjouan

Isle of Man

What changes the decision

Approval structure

B2C, full B2B and a separate recognition route

Full, Sub, Network Services and software-supplier options

Select by actual functions, not the marketing label “gaming licence”

Company and governance

No local staff, premises or director-residence rule in the licence conditions; an entity in Anjouan or another jurisdiction the issuer accepts

GSC guidance requires a Manx company and local governance

Ability to maintain the required people and arrangements

Player registration

Identify the licensed operator and approved setup

Full/Sub and Network models treat registration differently

Who registers players, contracts with them and protects their funds

Provider relationship

Confirm suppliers and any white-label arrangement

Sub-Licence is tied to a Full Licence holder

Whether you need independence or can accept a constrained model

Licence budget

Published full-category issuance and renewal fee

Different fees by licence route

Compare the same activities and operating period

Market and payment access

Separate assessment required

Separate assessment required

Written legal and partner evidence for the actual project

Which Isle of Man licence should you compare with Anjouan?

Compare a Full Licence if you run an independent operator, and a Sub-Licence if you work through one Full Licence holder. Network Services fits a model where foreign-registered players use the Manx network without re-registering. Ask the GSC to confirm which route covers your actual setup.

Proposed activity

Isle of Man route to assess

Boundary

Register your own players and operate approved gambling products

Full Licence

Activities and conditions belong to the licensed business; group companies are not automatically covered

Run a brand through one Full Licence holder's approved products

Sub-Licence

Exclusive provider relationship; the sub-licensee retains its own regulatory responsibilities

Supply a network to operators whose players are registered elsewhere

Network Services

Registration, contracts and player-fund responsibilities must be mapped explicitly

Design or supply gambling software without operating player activity

Software-supplier scope assessment

GSC guidance describes circumstances where licensing is elective; “B2B” alone does not settle the question

The GSC guidance, sections 2 and 3 distinguishes these functions. Do not translate Anjouan B2B terminology directly into an Isle of Man category. For the Anjouan side, use the full B2B licence and recognition route comparison.

Does a Sub-Licence outsource compliance?

No. The GSC's October 2025 factsheet assigns player registration, KYC, compliance, player protection and reporting to the sub-licensee. It also requires an exclusive relationship with the Full Licence holder and limits products to those covered by that relationship. The lower fee buys a narrower operating model. The regulatory duties stay. GSC Sub-Licence factsheet. Check the GSC online licensee register for current sub-licence holders before you assume the route is in regular use.

A white-label agreement and a Sub-Licence are not necessarily the same thing. Map the registered operator, brand owner, player account and funds before you pick a label. The Anjouan white-label assessment covers the same questions for Anjouan. It says nothing about Isle of Man permission.

Can your team maintain the required Isle of Man presence?

The Isle of Man route needs people and operations on the island. The GSC guide requires a Manx company and at least two local individual directors. It also requires a resident Designated Official or, where that official is not resident, a resident Operations Manager.

The GSC expects player registration and gameplay to run on servers on the island. Only software-only suppliers are exempt, and a network services licensee also hosts its wallet and account systems there. Segregated player funds sit with an Isle of Man bank unless the GSC approves an exception in writing in advance. An off-Island server setup is also an exception you must justify to the GSC. Before applying, assign people, locations, suppliers and recurring budgets to governance, player registration, AML reporting, customer protection, technical access and continuity. Identify which responsibilities remain with your company when a service provider supplies staff or infrastructure.

For Anjouan, get written confirmation that your entity and operating structure qualify. If this comparison lists no local-presence rule for Anjouan, do not read that as an exemption. Review the Anjouan gaming license requirements and talk to MGL about preparing the application.

How should the licence fees and operating costs be compared?

Fix the licence route first, then budget setup and recurring costs separately. Published authority fees are useful inputs, but most of the cost of running a licensed business sits outside them.

Route

Published fee input

Important limitation

Anjouan full B2C or full B2B

€17,828 issuance; €17,828 annual renewal per category

Full licence fee, not the price of recognition or a complete service package

Isle of Man Full

£5,250 application; £36,750 annually

Operating costs are extra; the licence runs for five years

Isle of Man Sub

£5,250 application; £5,250 annually

Requires the specified Full Licence relationship; commercial platform charges are separate

Isle of Man Network Services

£5,250 application; £52,500 annually

Network and own-player responsibilities affect the operating budget

Sources: Anjouan fees, GSC licence fees, October 2025 and GSC general guidance, section 3.2.1. Recheck both schedules before you apply. Figures stay in their published currencies and are not all-in quotes.

Price incorporation, directors and other appointments, compliance, hosting, testing, player-fund arrangements, accounting, professional work and supplier contracts as separate lines. Add working capital, and take tax and gambling-duty advice for your specific business.

A Sub-Licence, for example, can carry a lower annual authority fee but bring recurring platform charges or commercial dependence. Weigh those contract terms against the freedom you actually need. A cheap route that cannot support your model saves nothing.

How do market access, banking and player protection affect the choice?

Assess each target market and partner relationship on its own evidence. A licence's reputation, the location of the regulator or a provider's marketing copy does not prove access for your business.

For Anjouan, the issuer states that the operator stays responsible for local law. Use the target-market decision framework to record the legal basis, restrictions and unresolved questions for each country. For the Isle of Man, get the same country-by-country assessment and review the licence conditions that apply.

Send the same entity, products, countries, expected volumes, currencies and funds flow to shortlisted banks, PSPs and game suppliers. Ask each one for a written preliminary assessment and its conditions. Keep “the provider supports this jurisdiction” separate from “the provider has accepted this business”.

Who is responsible for player funds?

The responsible party depends on the registration model. GSC guidance distinguishes the licensee's own registered players from foreign-registered players using a network. The Sub-Licence factsheet retains player-protection responsibilities with the sub-licensee. Map that responsibility to contracts, accounting and a reviewed protection mechanism. Do not assume the platform partner takes it on. GSC guidance, Appendices F and G.

Run the same check for Anjouan under its own licence conditions. This page does not rate the two regimes' protections as equal, and it does not assess any operator's solvency.

What is the practical route from shortlist to launch?

Go ahead when the project has a confirmed licence route, an eligible company, a funded operating plan and a complete submission. A promised approval date cannot replace any of these.

Stage

Evidence to prepare

Decision before proceeding

Pre-application

Entity and ownership chart, products, markets, architecture and player/funds flow

Does the proposed approval fit the model?

Preparation

Funding evidence, business plan, senior staff, policies, technical and supplier material

Is the submission complete and current?

Regulatory assessment

Filed application, fee evidence, queries and responses

Are conditions and unresolved questions documented?

Issuance and readiness

Issued instrument, approved scope, operational controls and partner acceptance

Can the actual service launch within its permission?

Ongoing operation

Reporting calendar, change controls, fee deadlines and responsible owners

Can the business maintain the approval?

The GSC licensing page describes submission, possible meetings and a formal hearing. It gives no guaranteed launch date. Anjouan runs a separate procedure with its own stages.

Verify Anjouan evidence through the licence-number, company and domain workflow. For Isle of Man counterparties, consult the GSC online licensee register and ask the GSC to clarify scope or conditions where needed. Check the particular counterparty and domain before relying on its approval.

Which project scenarios merit further assessment?

Shortlist the route that can carry your relationships and organisation. Each scenario below names what to assess next, nothing more.

Your situation

Route worth examining

Condition that can change the answer

Limited first-year resources and an independently validated Anjouan model

Anjouan

Supplier, market or entity evidence fails to support the plan

Independent operator able to sustain Manx governance and operations

Isle of Man Full

Required people, controls or infrastructure cannot be maintained

Brand committed to one eligible Full Licence partner

Isle of Man Sub

Product, supplier or exit requirements conflict with that relationship

Network serving foreign-registered players

Isle of Man Network Services

Actual registration and responsibility flows require a different model

Supplier seeking a credential

Compare the exact supplier activity in both jurisdictions

Elective software supply is confused with licensable gambling activity

Broader offshore shortlist needing category and company comparison

Anjouan versus Nevis comparison

Conflicting published Nevis requirements still need resolving

Can you start in Anjouan and move later?

A later Isle of Man application is a new regulatory and operational project, not an automatic upgrade. Plan separately for player contracts and balances, data movement, platform changes, supplier consent, disclosures and continuity. Get the approvals before you move regulated activity. Holding two licences does not by itself permit a transfer.

Discuss the operating model with MGL

Send MGL your proposed products, target markets, entity structure, technology relationships and budget. Request a comparison of Anjouan and the Isle of Man to find the approval worth assessing and the evidence still missing.
