Tobique vs Isle of Man gaming license: choosing a structure for a gaming group

The Isle of Man option brings a concrete operating commitment: a Manx company, local directors and resident management arrangements. Before comparing the application fee with Tobique, decide whether the group can maintain that presence and whether the structure serves its plans.

Tobique vs Isle of Man gaming license: choosing a structure for a gaming group

A Tobique gambling license can cover an approved online B2C business under the TGC framework, with cloud-based infrastructure permitted by its application guidance. The Isle of Man has several license models under the Gambling Supervision Commission (GSC). Choosing between them requires a plan for management, player accounts and funds, as well as acceptance by the group's partners.

Local market rules still apply

Tobique's application guidance and the GSC's operator-application guidance describe these different arrangements.

An Isle of Man Sub-Licence should not be compared with a Full Licence solely on price. It relies on a relationship with a Full Licence holder and has constraints on the supplied games. A group that wants more independence should check which model supports its architecture. Digital Isle of Man's licensing overview explains the principal options.

What local management means in practice

For an Isle of Man operator application, GSC guidance requires a Manx company and at least two local directors who are individuals. It also requires a resident Designated Official (DO), or an Operations Manager (OM) where the DO cannot reside on the Island.

The group needs to allocate real responsibility to those appointments. Who can authorize a payment, respond to a regulatory query or stop an activity when a control fails? Who sees the player-fund reconciliations? The officials need access to the information required to carry out their roles. Include those responsibilities when you request company and management-service quotes.

Cloud hosting does not resolve company eligibility or management responsibilities. Prepare the ownership, management and compliance arrangements under the Tobique gambling license requirements, alongside the infrastructure proposal, before assuming that relocation is necessary.

The comparison becomes useful when both proposals describe the same work:

  • who manages the licensed entity;

  • who controls the platform and funds;

  • who handles compliance.

A company-registration price alone leaves most of that work uncosted.

A three-year budget for the licensed operation

The GSC's application guidance, updated on 15 January 2025, uses a GBP 5,250 application fee and a GBP 36,750 annual Full Licence fee. On those inputs, one application plus three annual charges gives an illustrative GBP 115,500 fixed-fee subtotal. It assumes unchanged charges; confirm the applicable schedule and billing dates when requesting a proposal.

That figure excludes company administration, local management, infrastructure, testing, professional services, gambling duty and commercial operations. It also excludes working capital and payment reserves. The Sub-Licence, Network Services and supplier models require their own budgets.

Funding question

Include in both proposals

What is paid before approval?

Application, due diligence, company formation and preparation

What recurs over three years?

License charges, compliance, management and company administration

What changes with the business?

Revenue-related charges, applicable tax, platform and provider pricing

What remains committed?

Player-fund protection, capital and payment reserves

What does a transition add?

Parallel systems, contracts, data work and renewed onboarding

Request a Tobique gambling license cost breakdown using the same products, countries and 36-month period. Identify the fee recipient, currency and inclusions for each line. Show the extra costs of local management on the Isle of Man side and the actual company and compliance costs on the Tobique side.

Calculate the group's applicable taxes and gambling duty separately from license fees. A headline corporate tax rate does not describe the full position of a business with management, shareholders or activities in several countries.

For a delayed launch, add the extra months of staffing, infrastructure and professional costs before revenue begins.

Player funds need a workable protection arrangement

The GSC requires relevant operator licensees to protect recreational players' funds. Its player-protection guidance describes mechanisms including bank guarantees, trusts and qualifying client accounts, with approval requirements depending on the arrangement.

For Tobique, player balances must be segregated from operating money. That requirement belongs in the account and payment design, alongside the reporting and reconciliation process. The group needs to know which entity holds the funds and how it meets withdrawal requests.

For either option, map the path from deposit to withdrawal. Identify:

  • the account or wallet provider;

  • people with access;

  • reconciliation frequency;

  • response to a shortfall.

Fund protection affects the group's available cash: money owed to players cannot simply be treated as a budget for payroll or marketing.

If the business accepts crypto, describe custody, transaction screening, conversion and settlement in the proposal. Have the actual model assessed by the regulator and providers. General support for crypto does not mean every asset or withdrawal flow is accepted.

Regulatory reputation and market access

The Isle of Man's online framework dates to the 2001 Act; Tobique's to 2023. Whether that difference justifies a particular operating structure depends on the group's counterparties and objectives.

Ask the intended bank and suppliers about the named company, countries, products and license. If an investor or acquisition counterparty requires an Isle of Man structure, include that requirement in the decision. If the same parties accept Tobique, compare the cost and practical obligations of both proposals.

Neither license replaces authorization required in a target market. Serving remote consumers in Great Britain, for example, requires a Gambling Commission license. The Isle of Man's relationship with the UK does not confer that permission.

Migration and license selection

Player contracts and the transition date

Before changing the licensed structure, establish which entity will hold player contracts, balances, records and supplier agreements after the move. Decide how open bets, self-exclusions and unresolved complaints will be handled. Confirm transfer permissions and continued access to historical records.

Set the transition date only after the licensing, platform and payment dependencies are understood. Allow for the review and formal hearing in the GSC licensing process, as well as the group's preparation, data migration and commercial onboarding. Budget for the period in which the old and new structures both incur costs.

License choice and application support

The Isle of Man is worth a proposal when the group can maintain the required presence and the structure supports a commercial objective. Tobique is worth one when its framework fits the business, infrastructure and provider requirements. If customers specifically require MGA authorization, continue with the Tobique vs Malta gaming license comparison and Malta gaming license requirements.

An Anjouan gambling license or a Curaçao gambling license are also worth assessing if neither structure fits the plan.

To obtain a Tobique gambling license or apply for an Isle of Man gambling license, send MGL Solutions:

  • the group chart;

  • products;

  • target countries;

  • proposed management arrangements.

Include the player-fund design and provider shortlist so the application scope and budget reflect how the group will operate.
