Tobique vs Malta gaming license: when does an MGA license justify the cost?

An established operator should start this comparison with the contracts it wants to win or retain. If an operator customer, investor or commercial partner requires an MGA license, a cheaper Tobique proposal will not meet that condition. If the intended business can operate under either framework, the decision turns to product scope, management, compliance and the full operating budget.

Tobique vs Malta gaming license: when does an MGA license justify the cost?

A Tobique gambling license can cover an approved online B2C operation with several gambling verticals. Malta provides B2C and B2B licensing categories under the Malta Gaming Authority. The real question is which permission supports the proposed business and is accepted by the counterparties it depends on.

Tobique's Act and application guidance establish its licensing categories and B2C arrangements. The MGA's B2C guidance separates casino, fixed-odds betting, peer-to-peer products and controlled skill games into gaming types. An existing casino adding a sportsbook should include both activities when scoping the Maltese application and budget.

B2B: start with what the software does and who buys it

The customer's requirements can decide a game studio's licensing choice. Before pricing an application, check whether the product falls within the MGA's Critical Gaming Supply guidance, which covers specified software and material elements of games.

Ask prospective operator customers which authorization they require for the particular product and supplying entity. A Tobique software permission is not automatically interchangeable with an MGA B2B license; acceptance also depends on technical certification, security and the commercial agreement.

A common brand does not make a group's activities one licensing role. Separate the software supplier from the business that contracts with players. Identify who controls gaming records, who supplies the critical systems and who holds customer funds. The application team and prospective customers both need that description.

Malta fees and the comparison budget

For a standard Malta B2C operation, the MGA publishes a EUR 5,000 application fee and a EUR 25,000 annual license fee. The solely Type 4 category has a different annual charge. For the standard category, one application plus three full annual charges gives an illustrative EUR 80,000 fixed-fee subtotal, assuming unchanged rates.

That subtotal excludes compliance contributions, applicable tax and the costs of operating the business. It is not a B2B quote or the price of a fully launched casino.

The MGA's fee and taxation guidance separates the compliance contribution from fixed charges; the contribution is calculated on gaming revenue across the whole licence. Gaming tax is different: since 1 October 2026, Legal Notice 84 of 2026 sets it at 15% for Type 1 and 10% for Types 2 to 4. It is charged only on revenue from players resident in Malta. Do not apply it to all worldwide revenue in this comparison. Corporate tax requires a separate assessment of the company and group structure.

Tobique quote and transition costs

For an equivalent Tobique gambling license cost estimate, request the initial fees, annual renewal, compliance services and our application scope over the same 36 months. Identify which payments are credited against later charges and which services are optional. Keep required capital and payment reserves separate from expenses: both affect funding, but they are not interchangeable budget lines.

For an operating group, add the cost of the transition. A new license may require a new company, revised supplier agreements and payment onboarding while the existing business continues to incur costs. Model the extra monthly spending if launch is delayed; this can outweigh an apparent saving in the application fee.

Does Malta open European markets?

An MGA license does not grant unrestricted access across the EU. The European Commission explains that member states need not recognise another member state's gambling authorization. Tobique likewise does not replace local licensing requirements.

For each target country, confirm the legal permission required, the license's restrictions and whether the intended suppliers and PSPs support the market. For Great Britain, the Gambling Commission requires its own remote-gambling license, including where the company is based abroad. Run these checks before you commission an application.

What changes when an established operator applies?

For Malta, the corporate and ownership file, financial model, key-function arrangements and system documentation must describe how the business will operate. The MGA provides system-documentation and audit checklists alongside its application guidance. Work out who will supply that evidence and make any necessary system changes.

For Tobique, the Tobique gambling license requirements cover the applicant's identity, ownership, funding and operational controls. Assemble that material around the proposed licensed entity. Policies prepared for a different company or regulator need review before reuse.

Moving an existing operation also requires decisions about:

  • player contracts;

  • balances;

  • KYC records;

  • self-exclusions;

  • unresolved complaints.

Obtain any required transfer permissions and supplier consent, then set a cutover date that the platform and payment providers can support. License approval is one dependency in that plan.

Which option should remain on the shortlist?

Prioritise Malta when the customers or commercial arrangements the business intends to pursue require MGA authorization. The group also needs to support the relevant compliance and operating commitments. Prioritise a Tobique proposal when the intended operation fits its framework and counterparties accept it, then compare the complete budget rather than advertised entry prices.

If neither meets the business plan, an Anjouan gambling license or a Curaçao gambling license may belong on the shortlist. If the unresolved issue is a group's local management and operating presence, use the Tobique vs Isle of Man gaming license comparison.
