How a Provably Fair Casino Can Get Licensed

Four Challenges The Client Had Faced

Before any application could move forward, four separate issues needed to be worked through in the right sequence.

The first was the technical compliance question. A Provably Fair technology is increasingly used in crypto-native iGaming, but it sits outside the framework that most regulators use to evaluate games. 

Getting the application accepted meant engaging the Anjouan regulator directly on how this model would be reviewed, not just submitting documents and hoping for the best.

The second was the ownership structure. With two UBOs based in Brazil, every document in the corporate chain had to be prepared to satisfy both company registration requirements and the due diligence standards of the authority.

Afterwards, the third complexity was the domain setup. All three domains needed to be formally registered and included under a single license at the application stage. Leaving this for later creates legal gaps that are expensive and time-consuming to fix after approval.

The fourth challenge was the full operational picture. The client needed a working business structure from day one: a registered company, a functional bank account, and ongoing financial administration, besides just a license certificate.

Why We Chose Belize For Incorporation

Belize has become one of the most widely used jurisdictions for iGaming company formation for a straightforward reason: the process is fast, the requirements are clear, and the legal environment is compatible with offshore gaming operations.

A Belize company can be incorporated in one to three business days. There are no local tax obligations on income earned outside Belize, no requirement for a resident director, and the documentation process is well established. 

For operators entering international markets, Belize gives you a registered legal entity quickly, without the delays and complexity that come with onshore European jurisdictions.

In this case, the Belize entity served as the corporate foundation for the full structure, connecting to the Anjouan license, the bank account, and the ongoing accounting function.

Why We Chose Anjouan For The Case

The Anjouan gaming license is a widely recognised option for online casinos and sportsbooks targeting international markets, including Latin America and Asia.

It fully covers B2C operations: online casinos, sportsbooks, and betting platforms operating directly with users. It also supports crypto-native and mixed payment model businesses, which made it the right fit for this client.

The licensing process through MGL takes from four to eight weeks from incorporation to approval. 

The license allows operators to run multiple domains under a single regulatory approval, which was directly relevant to this case. It is accepted by a broad range of payment providers and banking partners operating in the target markets.

Importantly for operators working outside traditional gaming models, the Anjouan authority has the capacity to evaluate setups that fall outside standard technical compliance frameworks, provided the application is coordinated correctly. 

That last point was the deciding factor in this case. And when all of the factors were involved, we were ready to move on.

How We Got the Regulator’s Acceptance With the Belize Company

As the full document package was prepared, the next stage was the most critical one in this case.

We worked directly with the relevant parties and coordinated with the Anjouan licensing authority to establish how the Provably Fair model would be evaluated. 

This was not a standard document submission. It required active communication with the regulator to present the technical model clearly and work through what confirmation was needed to satisfy their acceptance criteria.

All of the three domains were registered and formally submitted under the license as part of the same application, ensuring the approval covered the full operational scope from the start. 

The Brazilian UBO structure was handled through the complete onboarding and due diligence process, with every document in the ownership chain prepared to meet both corporate and regulatory requirements.

Following incorporation and licensing, we assisted the client with opening a corporate bank account and set up ongoing accounting support for the Belize entity so the structure continues to run cleanly after launch.

Result That Matters

The license was approved and the Provably Fair model was accepted by the licensing authority. All three domains are covered under a single regulatory approval. 

The Brazilian ownership structure passed through the full due diligence process without issue.

The client received a complete operational structure: a registered Belize company, an approved Anjouan gaming license, a working corporate bank account, and active accounting support. 

Everything they needed to operate in their target markets across Europe and Latin America was in place from the moment the approval came through.
